Artículo tercero. La primera categoría es extraordinaria y se otorga solamente en casos y por merecimientos verdaderamente excepcionales. La segunda categoría, se otorgará por servicios eminentes a la causa de la salud y asistencia públicas o por actos muy distinguidos de abnegación y eficacia en el ejercicio de las profesiones vinculadas al bienestar del pueblo. La tercera categoría, se otorgará a profesores, médicos higienistas, ingenieros sanitarios, enfermeras, etc., que hayan ejercido cargos de salud y asistencia públicas, con competencia; consagración y conducta ejemplares.
