Art. 12. Cuando llegare á faltar papel sellado en alguna de las oficinas de expendio se usará papel habilitado para los actos, actuaciones y documentos en que conforme á la ley debe emplearse aquél. La habilitación se hará por medio de una nota fechada y firma da que pondrá el respectivo expendedor en una hoja de papel en la cual se haga constar la falta. A cada hoja así habilitada se agregará una estampilla del valor de la clase del papel de que se trata.
