Modifícase parcialmente el artículo 1º del Decreto 396 de 2002, en el sentido de que los funcionarios designados para realizar el seguimiento del proceso electoral del 26 de mayo Presidente y Vicepresidente y el 16 de junio de 2002 (segunda vuelta si fuere necesario), en los Departamentos de Boyacá, Caquetá, Cesar, Nariño y Tolima, serán los siguientes: Para el departamento de Boyacá, el doctor Alvaro Patiño Pulido, Viceministro de Trabajo y Seguridad Social. Para el departamento del Caquetá, el doctor Enrique Segovia Brid, Superintendente del Subsidio Familiar. Para el departamento del Cesar, la doctora Luz Stella Vargas Vargas, Directora (E.) del Departamento Administrativo Nacional de la Economía Solidaria. Para el departamento de Nariño, la doctora Martha Inés Villegas Bello, Directora General Caja Nacional de Previsión - EPS. Para el departamento del Tolima, a la doctora Elvia Mejía Fernández, Superintendente de la Economía Solidaria.
