Art. 8.º El Poder Ejecutivo exigirá de los agentes diplomáticos y consulares de los lugares donde puedan suministrarlos, datos científicos, estadísticos y comerciales sobre el cultivo y comercio de las quinas, caucho, azafrán café, tabaco, la vid y demás plantas que puedan ser objeto de exportación permanente de Colombia; pero si estos informes fueren incompletos, deficientes ó imposibles, podrá establecer un Consulado general en la isla de Ceilán, á cargo de una persona idónea, con la asignación conveniente y con el objeto de dar cumplimiento á esta ley.
