El Gobierno Nacional determinará y programará los actos conmemorativos que deban llevarse a cabo en la ciudad de Bolivar, departamento del Cauca, durante el año de mil novecientos setenta y dos, sesquicentenario de la campaña libertadora del Sur, y realizará un vasto programa de obras de beneficio público que auspicie y promueva el desarrollo de las comunidades del Sur del Cauca.
