Artículo 1º El artículo 12 del Decreto-ley número 1650 de 1977, quedará así:

Artículo 12. Del ámbito territorial de las prestaciones . Los servicios y prestaciones inherentes a los seguros sociales obligatorios se extienden al territorio nacional. El Instituto de los Seguros Sociales podrá autorizar la atención de la salud de sus beneficiarios en instituciones del exterior y cuya eficiencia esté científicamente acreditada, sólo para la realización de procedimientos que no se practiquen en el país, o cuando el riesgo suceda en el exterior y no haya el tiempo necesario para el traslado a Colombia.
