Artículo veintidós . Vigencia retardada . En los términos del anterior artículo, si la documentación es devuelta por incompleta o porque faltare acreditar el curso de capacitación, el término de que se viene tratando solo empezará a correr en la fecha posterior en que se subsanen las deficiencias observadas por la Oficina de Escalafón. La resolución que decrete un ascenso dejará expresa constancia de la fecha a partir de la cual se surtan efectos fiscales, de acuerdo con lo expresado en este artículo.
