Facúltase al Gobierno Nacional para que, a su juicio, y siempre que lo permita la situación de la cuenta especial que la Sección de Contabilidad del Ministerio de Obras Públicas lleva a los fondos destinados a los Presupuestos Nacionales para la construcción de acueductos, cubra en

dinero efectivo el aporte que corresponde a la Nación para el abastecimiento de aguas en Municipios cuya población exceda de veinte mil (20 .000) habitantes.
