Art. 1.° El pie de fuerza pública para el bienio de 1886 a 1888 será, en tiempo de paz, hasta de seis mil quinientos hombres de tropa con sus correspondientes Jefes y Oficiales.

Parágrafo

Cuando se tema fundadamente perturbación del orden público en la República ó guerra exterior, á juicio del Gobierno, podrá elevarse el pie de fuerza hasta donde fuere necesario.
