Cuando se trata de la creación o sostenimiento de un servicio público, deberá acompañarse el acto oficial que lo ordenó; presupuesto de costo y sostenimiento por año; certificado de la autoridad departamental o municipal correspondiente sobre la necesidad del servicio; concepto del Ministerio o Departamento Administrativo correspondiente sobre la utilidad o conveniencia, y explicación justificada de la necesidad del aporte nacional para garantizar la estabilidad y buena prestación del servicio.
