El Gobierno Verificara el cambio en la forma y términos más convenientes, pudiendo para ello conseguir empréstitos y controlar los servicios de algunas de las entidades bancarias que funcionan en la ciudad de Pasto, o hacerlo por conducto de las Recaudaciones de Hacienda, debiendo facultar a estas para recibir la moneda antiguan en el pago de impuesto y contribuciones.
