Art. 10. El Poder Ejecutivo adoptará los medios necesarios para ponerse en comunicacion con las tribus indíjenas no reducidas que habitan o frecuentan los dos Territorios de que se ocupa esta leí, a fin de averiguar el número de tribus independientes, su poblacion, estado social i residencia habitual, i de establecer con ellas relaciones regulares i pacíficas que fomenten su civilizacion i aseguren la tranquilidad de las poblaciones civilizadas establecidas en los mismos Territorios.
