Art. 4°. Cada Consejo Municipal hará el presupuesto de gastos que la formación del censo ocasione en libros talonarios impresos y manuscritos, de cedulas, sello, papel, plumas, tinta, libros, escribientes, y prorrateara dichos gastos en una contribución impuesta al vecindario, de acuerdo con las facultades que le confiere la Ley 149 de 1888 .
