Art. 3º. Los Gobernadores de los Departamentos y los Prefectos de los territorios dispondrán que las autoridades políticas de cada Distrito o Corregimiento formen una relación de todos los cultivadores establecidos en su jurisdicción, les demarquen las porciones cultivadas a los que no hayan obtenido el título de propiedad, informen si tales cultivadores han cumplido las prescripciones de la ley, de no abandonar los terrenos cultivados, y remitan todos esos documentos a la Gobernación del respectivo Departamento para que ésta dé cuenta al Ministerio de Hacienda, con el fin de que vuelva al dominio de la Nación los terrenos abandonados.
