Art. 3°. Los militares en servicio serán inscritos en las listas correspondientes, siempre que hayan residido en el Distrito, durante la mayor parte del tiempo que el Jurado Electoral necesita para formar dichas listas, según los artículos 5° y 6° del Decreto número 1719 de 1902.
