" ARTICULO 2 0

"El Consejo de la Sociedad de las Naciones, de acuerdo con el Comité, tomará las medidas necesarias para la organización y el funcionamiento del Comité, con el objeto de garantizar la plena independencia de este organismo en el desempeño de sus labores técnicas, de conformidad con la presente Convención, y de proveer por medio de la Secretaría General a la eficacia de los servicios administrativos del Comité.

"El Secretario General nombrará al Secretario y a los empleados del Comité Central, de candidaturas presentadas por el mismo Comité, y bajo reserva de la aprobación del Consejo.
