Apruébase la Convención Postal y los Convenios adicionales firmados el 28 de junio de 1929, por el Delegado de Colombia al IX Congreso Postal Universal, reunido en Londres, que versan sobre canje de cartas y cajas con valor declarado, canje de encomiendas postales, giros postales, cobranzas postales, abonos a diarios y publicaciones periódicas y transferencia de dinero por correo, junto con los respectivos reglamentos de ejecución y protocolos finales.
