º. Adiciónase el artículo primero del Decreto número 048 del 8 de enero de 1999, en el sentido de que la delegación que se hace al Ministro de Hacienda y Crédito Público se refiere también a los presidentes, gerentes y/o representantes legales de las instituciones financieras que se oficialicen. Igualmente, dicha delegación se aplicará a los presidentes, gerentes y/o representantes legales de las entidades nacionalizadas. Para los efectos del inciso anterior, el delegado deberá tener en cuenta los siguientes criterios

Competencia en el mercado laboral financiero;

Sujeción estricta al presupuesto de la respectiva entidad financiera nacionalizada.
