- CALIDADES DE LOS SERVIDORES PUBLICOS. Autorízase a los Concejos municipales para que establezcan el régimen de calidades necesario para los empleados públicos de los municipios. No obstante, el Gobierno Nacional podrá determinar calidades y requisitos para los funcionarios encargados de determinados servicios públicos de los que le asigne al municipio la respectiva Ley orgánica (Ley 136 de 1994, art. 192).
