Artículo tercero. Corresponde a los Alcaldes Municipales, en virtud de queja formulada por cualquiera de los miembros de la Junta de Defensa de que tratan los artículos anteriores, o de cualquier vecino del lugar, iniciar y proseguir las diligencias sobre restitución de los terrenos baldíos de uso comunal de que trata el Decreto 1963 de 1956, ubicados en el territorio de su jurisdicción, que hayan sido ocupados o cercados por personas naturales o jurídicas, en cualquier tiempo y sin el lleno de los requisitos legales.
