Artículo segundo . de conformidad con el artículo 4o. de la ley 13 de 1968, el departamento nacional de planeación y los ministerios respectivos, así como los institutos descentralizados, si fuere el caso, cooperaran en la realización de los estudios y elaboración de los planes de desarrollo de Barrancabermeja, y una vez aprobados, por el consejo municipal, se ejecutaran bajo la dirección y control de cada uno de ellos, en su órbita.
