Para la presente reglamentación se entenderá por madres comunitarias a los hogares de las madres comunitarias vinculadas a los programas de hogares comunitarios de Bienestar, Famis y Madres Sustitutas, previamente certificadas por el Instituto Colombiano de Bienestar Familiar.
