CONFORMACION DE QUORUM EN LA SALA PLENA DE LO CONTENCIOSO ADMINISTRATIVO EN CASOS ESPECIALES. De las providencias dictadas por las Secciones del Consejo de Estado, cuando a ello hubiere lugar de acuerdo con la ley, conocerá la Sala Plena de lo Contencioso Administrativo, con exclusión de los Consejeros de la Sección que profirió la decisión, sin perjuicio de que éstos puedan ser llamados a explicarlas.
