º. Del sistema de ingreso y promoción en la Carrera Administrativa del Personal actualmente vinculado en empleos de Carrera . Para asegurar la continuidad y eficiente prestación de los servicios de la Administración, el ingreso a la Carrera Administrativa o la promoción dentro de ella del personal vinculado actualmente en empleos de Carrera, se efectuará mediante el reconocimiento de sus méritos, conocimientos y experiencia, y la evaluación de su conducta y eficiencia, conforme a las reglas que en este Decreto se establecen.
