De acuerdo con el artículo 5° del Decreto 3135 de 1968, las personas que presten sus servicios en el Insfopal tendrán el carácter de Empleados Públicos, sin embargo, la Junta Directiva precisará, en el Estatuto de Personal, las actividades que puedan ser desempeñadas por personas vinculadas mediante contrato de trabajo.
