El Gobierno Nacional y el Instituto Nacional de Seguros Sociales acordarán la forma, plazos y demás condiciones para los empréstitos al "FONDO NACIONAL HOSPITALARIO". Los contratos que se celebren en desarrollo del inciso anterior estarán sujetos a las normas de los artículos siguientes:
