Artículo primero. Apruébanse los estatutos del Instituto Colombiano de Bienestar Familiar, adoptados por la Junta Directiva de ese organismo, cuyo texto es el siguiente: "ACUERDO NUMERO 1 de 11 de abril de 1969. La Junta Directiva del Instituto Colombiano de Bienestar Familiar, adoptados por la Junta Directiva de ese organismo, cuyo texto es el siguiente: ACUERDA: Adóptanse los siguientes estatutos que regirán la administración y funcionamiento del Instituto Colombiano de Bienestar Familiar: CAPITULO I Naturaleza, objetivo, funciones y domicilio del Instituto Colombiano de Bienestar Familiar .
