Los trenes expresos en los ferrocarriles nacionales, para servicios oficiales, serán ordenados directamente por el Ministerio de Obras Públicas. Por motivo de orden público, en caso de urgencia inaplazable, los Gerentes atenderán al rápido transporte de tropas o de policía que soliciten los Gobernadores o Jefes Militares respectivos.
