Art. 1.º Desde la fecha de la publicación de este Decreto, los Notarios no prestarán su oficio en el otorgamiento de instrumentos que graven ó cambien la propiedad de las fincas raíces situadas en Bogotá, que estén sujetas al pago del impuesto de aseo, alumbrado y vigilancia, sin que se les presente por los interesados el comprobante de que la finca o fincas á que el instrumento va á referirse están á paz y salvo con el Tesoro nacional, por lo que les corresponda por el impuesto citado hasta la fecha del mismo otorgamiento.
