Los ríos deberán ser usados con propósitos múltiples, mediante el ordenamiento territorial de sus cuencas para uno o más de los siguientes fines: Abastecimiento de agua de la población y procesos industriales, recreación, turismo, irrigación, navegación, pesca, generación de energía eléctrica, en el marco de los criterios y políticas del desarrollo sostenible de los recursos naturales y protección del medio ambiente.
