Autorizase al Gobernador de Antioquia para organizar y reglamentar mientras se reúne la Asamblea, la renta de pisadura a que se refiere el artículo anterior y también el monopolio de la introducción de licores destilados de que trata el ordinal 31 de artículo 129 del Código Político y Municipal, con la condición de someter entre tanto las disposiciones que dicte en ambas materias a la censura del Gobierno Nacional.
