Art. 148. Las conducciones de tabaco por tierra o por ríos navegables, desde las factorías a las administraciones o almacenes de depósito, i desde estos a las administraciones, se harán de preferencia por contrata con particulares. Estas contratas serán o por tiempo determinado que no excederá de dos años, para conducir todo el tabaco que se envíe de una oficina a otra de la renta, o parciales por cada partida del jénero que se remita.
