Autorízase al Gobierno Nacional para adquirir con cargo al Tesoro Público o para gestionar la financiación de una segunda unidad con destino a la Central Termoeléctrica de Paipa, en el Departamento de Boyacá, a efecto de que se pueda suministrar no sólo alumbrado a todos los Municipios, sino fuerza motriz en cantidad suficiente para el desarrollo industrial del mismo Departamento.
