Los miembros de la Junta deberán ser nacionales de cualquier país latinoamericano; serán responsables de su actos ante la Comisión; actuarán con sujeción a los intereses comunes; se abstendrán de cualquier acción incompatible con el carácter de sus funciones; no podrán desempeñar durante el período de su cargo ninguna otra actividad profesional, remunerada o no; y no solicitarán ni aceptarán instrucciones de ningún Gobierno, entidad nacional o internacional.
