Autorizase al señor Ministro de la Guerra para estar en permanente contacto con todas las juntas que se funden en el país y para fiscalizar en la forma que lo estime conveniente, las sumas de dinero que perciban en concepto de donaciones. Asímismo queda autorizado el Gobierno para que por conducto del Ministerio de Guerra disponga u ordene dónde deben depositarse las sumas de dinero que se recolecten.
