° Los Ferrocarriles Nacionales de Colombia, son al tenor de la ley, una empresa industrial y comercial del Estado, dotada de personería jurídica, autonomía administrativa y capital independiente, vinculada al Ministerio de Obras públicas como organismo ejecutor de su política, que se reorganiza conforme a las disposiciones establecidas por los Decretos 3129 de 1954, 1050, 3130 y 3160 de 1968 y las contenidas en los presentes estatutos.
