Dentro de los tres meses siguientes a la vigencia de este Decreto, los Ministerios de Educación y de Salud señalarán los lineamientos y orientaciones que servirán de base para que las instituciones universitarias públicas y privadas estructuren el servicio obligatorio gratuito de consultorios clínicos para la atención del farmacodependiente, de conformidad con el artículo 12 de la Ley 30 de 1986.
