Con las partidas globales votadas en este Presupuesto para el sostenimiento de dependencias o servicios nacionales 110 podrá pagarse ninguna clase de primas o bonificaciones sobre sueldos básicos que fijen las leyes, o que hayan sido legalmente autorizados, con excepción de las primas o bonificaciones que las leyes reconocen a los miembros y al personal civil de las Fuerzas Militares y de Policía. La Contraloría General de la República hará cumplir estrictamente esta disposición.
