º . De los créditos externos para realizar estudios de factibilidad. En los contratos de empréstito externo para financiar estudios de factibilidad de proyectes de inversión pública, no podrán pactare cláusulas que impliquen la obligación de contratar en el exterior o con extranjeros la consultaría o la interventoría de los respectivos proyectos u obras.
