º Los derechos notariales y de registro que se causen por la escritura de constitución, así como por la solemnización de las reformas estatutarias en las cuales se contemplen incrementos de capital de Empresas Industriales y Comerciales del Estado del orden nacional, departamental y municipal, se liquidarán sobre la base de los aportes de las entidades no exentas que intervienen en el acto, las cuales pagarán en proporción a sus aportes.
