Art. 114. Los empleados de Hacienda y demás del ramo ejecutivo que desempeñen funciones en contacto con el público en general, deberán mantener abiertas y accesibles sus oficinas por el número de horas que determine el Poder Ejecutivo en los reglamentos respectivos sobre el gobierno y orden económico de las oficinas, aun cuando las obligaciones principales de su destino puedan ser despachadas en un tiempo menor.
