Artículo único. Autorízase a la Empresa Colombiana de Petróleos para conceder al Gobierno Nacional un préstamo hasta por la suma de treinta millones de pesos ($30.000.000.00) moneda corriente, con intereses hasta del tres por ciento (3%) anual, y plazo máximo de veinte (20) meses, con destino a las obras de construcción del Ferrocarril del Atlántico. Comuníquese y publíquese.
