El Gobierno Nacional determinará el porcentaje de las transferencias para prestación del servicio que se podrá destinar a financiar el personal administrativo de la educación. Dicho porcentaje debe garantizar el costo de la planta administrativa aprobada a la entidad territorial a 30 de noviembre de 2007; lo que supere el porcentaje señalado deberá ser asumido por la entidad territorial con sus recursos propios.
