º. Modifícase el inciso 1 del artículo 97 del Decreto 948 de 1995, de la siguiente manera: "Artículo 97. Rendición del informe de Estado de Emisiones-Oportunidad y Requisitos. Todas las fuentes fijas existentes en el territorio nacional que realicen emisiones contaminantes al aire o actividades capaces de generarlas, sometidas a control por los reglamentos, deberán presentar ante la autoridad ambiental competente, en los plazos que fije el Ministerio del Medio Ambiente, una declaración que se denominará "Informe de Estado de Emisiones" (IE-1), que deberá contener cuando menos, lo siguiente (...)".
