Artículo segundo. Asimismo, para préstamos especiales y planes específicos de fomento a la ganadería en general, y con cargo a la partida mencionada en el artículo anterior, destínase para la actual vigencia fiscal, la suma de $13.000.000; éstos préstamos especiales y planes de fomento se harán a través del Banco Ganadero o de las entidades que para el efecto se promuevan entre el Gobierno y este Banco.
