La apertura de los créditos administrativos que en el artículo 5º de la Ley 61 de 1921 autoriza con destino al pago de los saldos pendientes de vigencias expiradas, podrá decretarla el Gobierno inmediatamente después de clausurado el presente Congreso, no obstante la prohibición contenida en el artículo 221 de la Ley 110 de 1912 (Código Fiscal).
