Art. 1° Se autoriza al Gobierno para contratar con la Compañía anónima que está construyendo el camino de Cartago á Nóvita, de que trata la Ley 141 de 1888 , la prolongación del mismo camino al río San Juan, hasta donde los vapores suban en todo tiempo.
