Cuando la liquidez de la Tesorería General de la República lo permita, podrán anticiparse los giros correspondientes a la participación de los Municipios en los ingresos corrientes de la Nación. Igualmente, la Tesorería General de la República podrá pactar condiciones preferenciales con las instituciones financieras que permitan compensar los servicios que dichas instituciones prestan a las entidades territoriales en el manejo de los recursos.
