º. El reconocimiento y pago de la Prima de Nivelación de que trata el presente Decreto se hará mensualmente, salvo el primer pago, el cual se efectuará el 1º de junio cuando se disponga de los recursos, una vez se haya efectuado la adición o traslado presupuestal aprobado por el Congreso de la República requerida para su financiamiento y para 1997 tendrá efectos fiscales a partir del 1º de enero.
