El artículo 68 de la Ley 383 de 1997 quedará así: “Inversión en planes de desarrollo regional y de saneamiento fiscal para los departamentos del Valle del Cauca, Cauca y para la C.V.C. Los departamentos del Valle del Cauca y Cauca podrán invertir los recursos de que trata el Decreto-ley 1275 del 21 de junio de 1994 en planes y proyectos de desarrollo regional y programas de saneamiento fiscal. La C.V.C. podrá continuar invirtiendo en planes de desarrollo.”
